1994年9月、ロンドン東部のタワーハムレッツで、ギーニアスとスリムジーが海賊ラジオ局 Rinse FM を始めた。放送は友だちの台所や寝室から。取り締まりを避けて、場所を転々と移しながら続けた。
In September 1994, in Tower Hamlets in east London, Geeneus and Slimzee started the pirate station Rinse FM. They broadcast from friends’ kitchens and bedrooms, moving from place to place to stay ahead of the authorities.

初めのころの Rinse がかけていたのはジャングルで、ほかの局と違って MC を大事にした。ゴールディーが、速いブレイクに歌と大きな弦を重ねていたころだ。1998年ごろにガラージへ移ると、ジャングル時代の暗い音を持ち込んで聴き手を増やしていく。ガラージは、アートフル・ドジャーの跳ねる2ステップに18歳のクレイグ・デイヴィッドが歌を乗せるような、歌もののダンス音楽だった。その中にも、ソー・ソリッド・クルーのように MC が何人もいるクルーが出てきて、マイクの声が少しずつ前に出てくる。
In its early days Rinse played jungle, and unlike other stations it made room for MCs. This was when Goldie was layering vocals and big strings over fast breaks. When the station moved to garage around 1998, it brought the dark sound of its jungle years along and built up its audience. Garage was dance music with singing, like 18-year-old Craig David’s vocal riding Artful Dodger’s bouncing two-step. Within it, crews with a whole line-up of MCs began to appear, such as So Solid Crew, who used a calculator to give each MC about 21 seconds on “21 Seconds”.

Rinse で番組を持っていたワイリーたちと、日曜の番組のプレイグたちは、やがて一つのクルーになる。2000年の夏、プリペイド式の携帯電話の通話が、なぜか毎週日曜の放送中だけ無料になり、誰でも番組に電話できたので、番組は「ペイ・アズ・ユー・ゴー」と呼ばれ、それがクルーの名前になった。メンバーは手に入りやすい音楽ソフトでビートを作り、ダブプレートに切って番組でかけた。16歳のディジー・ラスカルが自分で作った「I Luv U」を、最初に電波に乗せたのも Rinse だった。
Wiley and the others with shows on Rinse joined up with Plague and the MCs from the Sunday show to form one crew. In the summer of 2000, calls from pay-as-you-go mobile phones somehow became free during the Sunday broadcast each week, so anyone could call in; the show became known as Pay As U Go, and the crew took the name. The members made beats on easy-to-find music software, cut them to dubplates and played them on air. Wiley’s cold, sparse “Eskimo” was already finished around 2000, two years before its release, and Rinse was the first station to play Dizzee Rascal’s “I Luv U”.
